Bill Edwards, CPP, PSP, PCI, M.S., M.A., is a Director of Counter-Unmanned Aerial Systems (C-UAS) Operations and Training at ENSCO and a nationally recognized expert in counter-UAS operations, security strategy, and intelligence. With more than 35 years of experience across military, federal, and private sectors, Bill brings unmatched insight into operational and technical security, counterterrorism, and drone threat mitigation. He served as Director of Intelligence for the Theater Special Operations Command-North (USSOCOM), where he developed the “Blue Network”—a collaborative counterterrorism framework that unified efforts across DoD, law enforcement, and coalition partners.

Since retiring from the military in 2018, Bill has led security consulting groups, served as president of a federal technology firm, and contributed over 110 published articles on drone security and societal risk. He has advised city, state, and federal agencies, as well as organizations in critical infrastructure, healthcare, transportation, and sports security. A certified drone operator and ASIS board-certified security professional, Bill also teaches at The Citadel and the U.S. Air Force War College. He is the lead developer of ENSCO’s C-UAS training courses, known for combining mission-level realism with legal and operational relevance.

Charles "Chuck" Webb is the Director of Operations for ENSCO’s Security and Intelligence, where he leads the execution and integration of intelligence-driven operations across national security missions. He retired from the U.S. Coast Guard as a Captain (O-6) following more than 30 years of leadership across the U.S. Army, U.S. Coast Guard, NORAD, and U.S. Northern Command. A helicopter and fixed-wing pilot in both services, he brings deep expertise in operational planning, interagency coordination, aviation operations, and homeland defense, with more than 15 years of experience in homeland air defense and counter-drone operations.

At ENSCO, Chuck previously served as a Senior Intelligence Analyst supporting launch and test range operations, where he helped integrate intelligence into mission planning and the protection of critical national security assets. He now leads the continuous development and modernization of ENSCO’s Counter-UAS training program, ensuring that course content remains aligned with evolving threats, technologies, and operational requirements. This includes overseeing the core training series covering drone fundamentals, threat analysis, risk and vulnerability assessment, and response operations, as well as advanced coursework in areas such as drone warfare, autonomous systems, and counter-drone operations in contested environments.

Under his leadership, the program continues to expand into future-focused training areas, including threat intelligence, indications and warnings, pattern-of-life analysis, sensor fusion, and decision support, ensuring that operators and leaders are prepared for emerging challenges across the air domain. His background in training development, operational standardization, and mission qualification, combined with extensive experience in instructing and evaluating, brings a high level of credibility, realism, and discipline to ENSCO’s training programs.
