Zone 2: Sampling of Past Performance and Workforce

ENSCO and team members, Aerotech, Bowhead, Capstone, Center for Organizational Excellence (COE), Michael Baker Jr., Inc., and RDA all have presence in Zone 2. Bowhead is an Alaska Native Corporation with contracts supporting the V-22 and UAV communities at NAS Patuxent River, as well as the NAVAIR, NAWCAD, and NAS public affairs offices. Bowhead employs more than 300 people company-wide. The ENSCO team has over 400 employees available to support SeaPort-e efforts in this zone.

Aerotech Management Incorporated (AMI) specializes in defense business development, systems/test engineering, and program management consultation for defense contractors and government agencies. AMI provides a full range of technical, programmatic, and consulting service to its clients, including aviation programs such as Sikorsky and Lockheed Martin MH-60R/MH-60S helicopters, the EH-101 Merlin helicopter, the Piasecki Vectored Thrust Ducted Propeller Program, Airborne Mine Neutralization Systems, and the Airborne Low Frequency Sonar (ALFS) Program.

The Center for Organizational Excellence (COE) supports the development and facilitation of training for the Navy, DTRA and Marine Corps workforce related to organizational development and process improvement initiatives. Projects include implementation of LEAN practices, implementation of National Security Personnel System (NSPS), Competency Alignment initiatives, and other workforce training.

  • Integrated Sensor System (ISS)
    Under subcontract to L-3 Communications for DTRA, ENSCO is developing the Integrated Sensor System (ISS) that combines state-of-the-art sensor data acquisition hardware, mesh wireless network short range and long-haul communications components, power management, embedded algorithms on sensor nodes, and sensor fusion algorithms for characterizing sensor signatures from operational equipment sources in both above-ground and underground facilities.
  • Tactical Synthetic Vision System (TSVS)
    ENSCO partners with RDA on this program with RDA contributing the Acoustics Model and the Prime contract vehicle with the Navy. ENSCO’s Tactical Synthetic Vision System (TSVS) prototype was developed to demonstrate the value of enhanced Situational Awareness (SA) to the aircrew by displaying a realistic 3-D image of the terrain and bathymetry (ocean bottom) in the Operational Area. ENSCO engineers captured requirements, performed the system architecture and high level design, developed and integrated the hardware and software design, performed integration and test, and performed program planning, resource management, configuration management, and risk management.
  • DNDO SETA Support
    ENSCO provides technical and acquisition support as a subcontractor to Defense Group, Inc. for the Domestic Nuclear Detection Office of Department of Homeland Security.
  • Capstone Support to Homeland Security/Force Protection
    Our partner, Capstone, provides Program Support and Administrative Support through a Seaport-e contract in all Zones. In Zone 2, Capstone provides Task Lead/Site/Senior Battle Watch Supervisor at the Naval District of Washington Regional Operations Center (ROC). Capstone trains and supervises a staff of 9 Senior and Junior Battle Watch Standers at ROC, providing situational awareness of local/national events that may affect security/operations within the region; effective response to contingencies/emergencies IAW previously developed/approved crisis action plans, and timely reports to higher authorities.
  • FEMA National Service Provider Contract - Supporting FEMA’s Flood Map Modernization
    Partner Michael Baker Jr., Inc has expertise in Functional Area 3.12 IS/IA/IT.  As the Federal Emergency Management Agency’s (FEMA) National Service Provider (NSP) for Flood Map Modernization (Map Mod) since 2004, Baker leads a multi-year effort to help FEMA update the nation’s flood hazard maps and provide innovative services and solutions. Services provided include program management, information technology, communication and public outreach, engineering, mapping, and training to help FEMA and its mapping partners achieve the goals of Map Modernization. The team includes 400 Baker employees divided between the Alexandria office and the 10 RMCs, as well as 200 employees from the other MOD team firms.
